[matrix] element extension for starting BBB meetings

Using a matrix extension (formerly known as "widget"), participants in a
matrix chatroom can start a BigBlueButton meeting from the element matrix client. The extension will create a join link for every person in the matrix room and they can join the conference with the click of a button.
